One theory for the predominance of blue in Portuguese tiles is that it based on the Delft style from the Netherlands.

Andrew this is likely a daft question but when the tiles create a mural like that are the tiles painted by the artist one at a time and then placed on the wall or are they on the wall and painted in place? Any which way it is extraordinary in the effect. Beautiful.

They would have to be painted individually and then fired in an oven before being assembled into a wall mural. Sometimes different artists would paint different parts of the mural.
