Malta, Love it or Hate it!

On 5th September 1800 the island of Malta, in preference to being under French Napoleonic administration, invited the British to rule the island as a Dominion of the Empire.  Except for a difficult little period in the 1970s when Malta declared itself independent under the leadership of Dom Mintoff the Maltese have been inviting the British back ever since.

I am glad of that because in the 1990s I visited the historic island two or three times and I have always wanted to go back.

We arrived late in the morning and immediately found the bus connection to Mellieha Bay in the north of the island and sat back for the seventy minute journey through the centre of the island.  I have heard it said that you either love Malta or you hate it, there are no half measures, there is no sitting on the fence.  I love it but as we crawled through the growling traffic, through the unattractive suburbs of Valletta, past the inevitable McDonalds and Burger King and through miles and miles of road works I wasn’t so sure about Kim’s initial reaction.

I read somewhere that Malta was the last place in Europe to be cleared up after the Second-World-War, I remembered that on my last visit it was rather untidy and even now, nearly twenty years later there was clearly still some work in progress!

One thing that I had forgotten was, that as a result of years of British rule, in Malta traffic drives on the left.  Only four countries in Europe drive on the left.  Just for a bit of fun, can you name them?

At last we left the urban sprawl and moved into the countryside and the concrete gave way to green meadows.  Malta is overwhelmingly cream and buff coloured, the buildings constructed from local stone, the soil, the rocks and all along the route dainty yellow flowers complimented the natural colours of the earth.

I knew that some things would have changed since my last visit in 1997 and the first and most obvious thing was the buses because up until 2011 Malta had a wonderful bus service with a fleet of vehicles mostly imported from the UK, privately owned, lovingly maintained and customized and painted in a distinctive orange livery with gleaming chrome that required sunglasses just to look at them..

Even in the late 1990s these old buses were, admittedly, beginning to creak with age and by 2011 the majority didn’t meet EU standards on carbon emissions, their fate was sealed a thousand miles away in Brussels and the upgrade could scarcely have been more undignified.

Under the old system each bus was owned by its driver, who would decorate it himself, giving each its own personality and charm. Some buses had been passed down from father to son, or even been hand built by the family that owned them. The service was crudely privatised which meant that the Maltese Government no longer had to pay expensive subsidies (this is a lot like the sad demise of the old Greek Island Ferry service story) and was taken over by a British private sector company called Aviva whose modern fleet replaced Malta’s beautiful vintage buses which now languish, awaiting rescue in storage at Valletta harbour.

The Perils of Privatisation…

By all accounts the transfer was chaotic and farcical, three hundred buses were reduced to one hundred and fifty, the old bus drivers either refused to work for Aviva and didn’t turn up for work on the first day or couldn’t be employed because many of them didn’t have driving licences, the new routes  were inefficient and the buses too big for the narrow Maltese streets.  Articulated ‘bendy’ buses rejected by London were sent to Malta and three of these caught fire because the heat melted the rubber bendy bit in the middle.

The Company name of Arriva is Italian for ‘arriving’ (a language that many Maltese speak due to the close proximity), soon after privatisation it was quickly nicknamed Aspetta  – ‘waiting’.

This doesn’t surprise me at all.  I have worked for the private sector trying to provide public service and it rarely ever works on account of the public sector ethos of service and private sector profit being completely incompatible.  Based on my experience I think I am well qualified to say that privatisation never results in improvement despite all of the extravagant promises.

It was an operational and financial disaster and by December 2013 Arriva had run up losses of over €50 million.  The contract was terminated by agreement and the service reverted to public control as Malta Public Transport. The Government didn’t really want the burden of the service however so in January 2015 it awarded a new contract to Autobuses Urbanos de León who appear to have picked up where Aviva left off but I’ll tell you more about that later.

As far as I could make out the bus route map suggested that the bus stop was quite near to the hotel so as we got close I pressed the bell for the driver to stop.  He ignored it and carried on so I walked to the front to take the matter up with him.  He told me the bus didn’t stop there but in about another kilometre or so.  To be fair to him he took pity on us and stopped the bus at the side of the road but he wasn’t terribly happy about it.

It turns out that for some reason the bus company doesn’t think it sensible to stop near the several hotels flanking Mellieha Bay where it is convenient for passengers to get off but thinks it is more useful to have one on a remote roundabout half way between two villages which is no good to anybody.

This reminded me of when I worked for a company called Cory Environmental  in refuse collection services.  One man I worked with thought he had a brilliant solution and produced work schedules in alphabetical order!  All the roads beginning with A-F on Monday, G-K on Tuesday and so on throughout the week, it didn’t occur to him that this meant driving hundreds of unnecessary miles and wasting hundreds of pounds worth of diesel.  I seem to remember that he had only a very short career in waste management.  Rather like the tendering team at Arriva who won the Malta contract I imagine!

Anyway, I could sense that Kim wasn’t terribly happy and was sliding towards the hating Malta side of the scale…

In the 1970s and the 1980s for most people it was only really possible to travel if you used the services of a High Street Travel Agent because only they had the necessary network of connections to the big holiday companies and overseas hotels.  And then the Web came along and opened up vast new horizons.  Suddenly it was possible to delve into previously unknown dimensions and start to think about the unthinkable.  Arranging your own overseas holidays directly and bypassing the travel agents and their 10% commission (possibly more, I don’t know).

That was all well and good but how was one to get to these new locations and the opportunities that were opening up?  The answer came thanks to Michael O’Leary and Ryanair.  Low cost air travel!  That was what I was waiting for and thanks to St Michael that is what now makes European travel available to us all.  I like the cheap flights and have set out to take advantage of them for as long as they are available and see as much of Europe as I possibly can.

Island Hopping Plans and Greek Ferries 2012

Soon it will be time for the annual trip to the Greek islands and this year I will travel to the Dodecanese island of Kos and then plan to visit a handful of small adjacent islands.  Unfortunately, according to Greek newspaper reports, it seems that this may not be quite so straightforward as it was in the past because there are big changes and significant problems with the ferries and last minute cancellations and rerouting is apparently creating difficulties for island-hoppers as well as the local Greek population.

Despite all the on-going problems in Greece the ferry system has remained relatively immune from troubles, except for the odd one day strike, but now the profitability of the ferry companies is being squeezed and the warning is that this will inevitably impact on services.  Partly as a result of the economic crisis operators are faced with a serious drop in business, on some routes as high as 15% for vehicles and 25% in passenger traffic in comparison with the same period last year.  What is creating the problems are fewer visitors from Western Europe and this year hard-pressed Athenians are staying home and not visiting the islands as they traditionally do in August.

The situation is made even worse by the high cost of fuel, which represents more than 50% of ferry operating costs now that the Greek Government has increased fuel duty in attempt to tackle the budget deficit.

These two factors are bad enough for the operators but many are also struggling due to outstanding subsidy payments owed by the Greek government to the companies in return for running services to otherwise unprofitable remote islands. Some of these payments are reported to be eight months outstanding and this is increasing ferry operators’ liquidity problems and they occasionally have difficulty paying for and obtaining fuel.  The Greek Government has a subsidy budget of 90 million euros for the period from October 2011 to November 2012 but there is pressure from shipping companies to increase this by up to 30% which given the state of the economy is unlikely to be approved but without the subsidies or private sector companies to step in some routes will be vulnerable.

Even before the crisis the ferry system was changing and from an island-hopper’s perspective not always for the best.  In the last couple of years there have been unfamiliar boats and these are all high speed and modern and they are not nearly as much fun.  They are more expensive, have inside allocated airline style seats, in some cases no access to the outside deck and generally lack character or individuality.

I understand that these changes are welcomed by the Government who have privatised the main routes and for the islanders who now have faster and more convenient transport options, but it is a sad day for back packers and island hoppers because I for one prefer the uncertainty of missed schedules, the battle with the elements and the confusion and commotion associated with getting on and getting off in preference to the reliability, the smooth ride and the orderly airline style of boarding and departure.

In 2006 I travelled from Naxos to Ios on an old rust bucket called the Panagia Hozoviotisa and there was a real sense of adventure. It was two hours late and there was a force seven gale and the boat struggled through the heaving seas but it was an honest hard working boat and the journey was wonderful.  I used it again in 2007 but now it is laid up out of service in Piraeus.  So too the G&A ferries the Romilda and the Milena that used to run the western Cyclades but have now been replaced with charmless monsters called Speedrunner or Seajet, boats named without thought or imagination and completely lacking any sense of romance.

Using the traditional old ferries was even more of an adventure because the island hopping guide advises that most of them should be avoided if possible.  By 2009 only the Ventouris Sea Lines Agios Georgios was left and I used it twice, once between Serifos and Sifnos, and then from Sifnos to Milos and I really took pleasure from sitting on the open deck with a Mythos, enjoying the sun and watching the islands slowly slipping by.

On the old boats it is possible to move freely from deck to deck, get close and see inside the bridge and see the captain at work and then at the other end watch the crew at work at the back of the boat and a mad rush of activity when they came in to a port and then left again shortly afterwards.  It was noisy and fun with creaking ropes and rattling chains and the men looked like real sailors.  On the new boats there is only a monotonous hum from the efficient engines and the crew, dressed in smart corporate uniforms, don’t really like you leaving your seat and wandering about unless you are going to the overpriced bar.

This year I will still make plans to visit some islands but it seems that I will need a bigger budget to pay the higher fares on the unsubsidised routes and I will need a good back-up plan if the ferries fail to run on the minor routes between the smaller islands.  It seems that sadly the days of cheap island hopping adventures may soon be a thing of the past.

Bicycle and Railings, Amsterdam…

It is estimated that there are about 465,000 bicycles and four hundred kilometres of bike paths in Amsterdam. That is roughly one bike for every two people and how the cyclists must curse the visitors who are unfamiliar with the sort of bike culture that exists in the Netherlands and are forever getting in the way.

Theft of bikes is a problem in Amsterdam and those that are not in use are usually attached to metal railings with a strong padlock and chain.

My Personal A to Z of Spain, D is for Driving

The first task after arrival at Seville airport was to pick up the hire car and although I said previously that I wouldn’t, for convenience I did choose Hertz again.

The helpful lady at the desk took me step by step through the formalities and then showed me a diagram that identified all of the previous damage that the car had suffered.  This turned out to be practically every single panel, front back and sides and when we collected it from the car park it was in a real mess and looking quite sorry for itself and my first reaction was to be a bit annoyed that we had been allocated such a tatty vehicle.

I was soon to discover however that this was quite normal for cars in this part of Spain!  The interior was clean but there was an overpowering smell of industrial strength air freshener that was so unpleasant that we had to drive with the windows down and we began to worry about what sort of previous smell the deodoriser was covering up.

Instead of staying in the city of Seville, where the hotels seemed to be a little expensive, we had chosen instead to book a cheaper alternative in the nearby town of Carmona that was about thirty kilometres away.  The first part of the journey along the Autovia du Sur was pleasant and without incident and then we left at the junction for the town and things started to unraval.  We didn’t have a proper town map, only something from the multimap website and this didn’t prove to be especially helpful.

We became confused and did a couple of circuits of the town looking for street names that we could identify but these proved to be illusive and of little assistance because they didn’t seem to correspond to the map.  Eventually, on third time around the main town square I found a bar that was still open and asked for help.  The man was as equally confused by multimap as we were and it took him some time to interpret it for himself before he could even begin to draw the route that we needed through what looked like a tangled web of streets with a baffling one way system.  Finally he provided comprehensive instructions but in rapid fire Spanish that made it difficult to follow but it was helpful just to discover that we were in the new part of the town and what we really needed was the centro historico, which was a few hundred metres away.

Confident now of directions we set off again and this time took the correct turning through an imposing medieval fortress gate and into a labyrinth of confusing narrow streets.  At a fork in the road we were presented with two options.  We were staying at a hotel in San Fernando Square and there was a sign that seemed to suggest that we should turn left but I overruled Micky who pointed this out and foolishly decided to ignore the sensible thing to do and took the right fork instead.

This was a big mistake because the road climbed up a narrow cobbled street barely wide enough for the car to pass and then seemed to abruptly stop at what looked like a pedestrian alleyway.  There was an elderly Spanish couple out strolling so we asked for help and after they had studied the map seemed to suggest to us that we should carry on down this narrow path.  We were not convinced and asked for clarification and the man, who spoke no English and was not terribly useful, was determined not to let his wife, who could speak a little English and was a lot more helpful, have her turn with the map.

Maps and men must be the same everywhere, let me explain, it’s a macho sort of thing that drives us to take control and this is based on years of experience of being sent in the wrong direction as soon as you get a woman involved with directions.  Women generally are as hopeless with maps and town plans as men are with knitting patterns.  Anyway, while we were debating the situation another car pulled up behind and seemed to be heading in the direction of the alleyway so this was a clue that that was indeed the correct way to go.  As we pulled away the woman looked into the car and in a genuinely caring sort of way said ‘Be careful, good luck’ and this parting comment filled my cup of confidence full to the brim.

We set off and it soon became clear why we needed both precision and good fortune because if we had thought that the previous street had been narrow this one made it look like a six lane highway!  First of all it was necessary to negotiate a dog leg gate that was barely wider than the car and we all had to collectively breathe in so that we could squeeze through and after that the street narrowed down still further and I needed delicate keyhole surgery skills to manoeuvre through 90º bends and past carelessly parked cars and iron bollards strategically placed to impede progress at every turn.  It was like threading a needle and we now understood why the car was covered in dents and scratches and probably why the air freshener was so strong; the previous hirer had possibly driven down the same street and had an unfortunate bowel incident in the process!

Going forward was tricky and we were making slow progress but what really concerned me was the possibility of reaching a dead end and having to reverse all the way back because that would have been impossible.  Finally however we came out into a square (that was actually a circle) and by luck we had found our hotel.  After three circuits of the square it was obvious that there was nowhere to park however so we had to settle for a side street and a two hundred metre walk back to the Hotel Posada San Fernando where a lady on reception was waiting to check us in.
